How to Get Free Samples From TikTok Shop: The Rules That Actually Decide Approval

TL;DR

  • Samples are a seller-side decision, so your follower count is only the entry ticket.
  • Sellers filter on your sales history, fulfilment record and content category before approving.
  • Accepting a sample creates a posting obligation with a hard deadline.
  • Fulfilment rules differ by market. The UK wants your LIVE to produce a sale.
  • Ignore the obligation and the platform restricts your sample access.

Sellers approve samples, and the platform tells you so plainly

Most advice about TikTok Shop samples focuses on the message you send. That advice misreads where the decision happens. TikTok's own creator guide states the position without softening it: "When you request a sample from a seller, they reserve the right to approve, reject, or ignore your request." The TikTok Shop guide to samples puts the approval entirely in the seller's hands, and sellers are spending real inventory when they say yes.

That reframes the whole problem. You are applying against a budget that someone else set, for stock that someone else counted, using performance data that someone else is reading about you. A polite request cannot move any of those three things. What moves them is qualifying on the criteria the seller filtered for before your request ever appeared in their queue.

This post walks the mechanism end to end: who can apply, how a request travels, what the seller sees when it lands, what you owe once you accept, and where the rules change depending on which market you sell into. Everything below comes from TikTok's own seller and creator documentation, with the source on each claim.

The eligibility floor is a market-level setting, and it is not the same number everywhere

Here is the first place creators get tripped up. The follower threshold to apply for samples is set per market, and the two largest English-language markets do not agree.

The United States guide states: "Any creator on TikTok Shop with 5K or more followers can apply for free samples if the seller is offering them." The same page adds a second condition that gets far less attention: "Free samples are available to creators who have generated sales on TikTok Shop within the last 120 days." You can read both on the US guide to samples.

The United Kingdom sets a different floor. Its seller-facing documentation states: "Any creator in TikTok Shop can apply for free samples (1K+ followers)." That is on the UK samples guide for sellers. A UK creator who has never read the US page will assume the lower number applies everywhere. A US creator who learned the UK number will apply while ineligible and never find out why the requests vanish.

The sales condition matters more than the follower condition in practice. A creator with a large audience and no recent TikTok Shop sales fails the US test. A smaller creator who has moved product in the last four months passes it. If you are still working out what audience size unlocks which parts of the affiliate system, our breakdown of how many followers you need to earn commission on TikTok sets out where the real thresholds sit.

One clarification worth making. Sample eligibility is a separate gate from affiliate programme membership. Qualifying to join the affiliate side of TikTok Shop and qualifying to request a seller's physical stock are different tests with different criteria, and passing the first does not carry you through the second.

How a request travels, and the clocks attached to each leg

Samples reach creators through two routes. Sellers can run Open Collaboration, where creators browse and apply, or Target Collaboration, where the seller invites specific creators directly. Both are described in the US sample setup guide. Open Collaboration is the one you apply into. Target Collaboration is the one that finds you, and it finds you on the strength of your data.

Sellers also control the plumbing. The collaboration setup guide describes a "Free sample available" toggle with two modes behind it, "Use sample strategy" or "Automatically approved free sample request." A seller running auto-approval has pre-set thresholds, and your request either clears them on arrival or does not. No message accompanies it. That is why some requests resolve in seconds and others sit untouched.

Every leg of the journey runs on a clock, and each clock can cancel your request on its own.

A request that goes quiet for a week has usually hit the review clock rather than a personal rejection. The seller never opened it, and the system closed it for them.

❗ IMPORTANT

Accepting a sample creates a posting obligation with a deadline. Failing to post carries a defined penalty and it compounds across requests.

1

You send the request

Pick a product you can genuinely cover. The seller sees your account before they see the request, so relevant past content does most of the work.

2

The seller reviews

Seven days, or the request is cancelled automatically. Silence is a decision here, and it is the most common one.

3

The seller ships

Seven more days to dispatch after approving. Nothing about your posting clock starts until the sample is in your hands.

4

You post

Fourteen days from receiving it. The video has to stay public for at least three days to count as fulfilled.

What the seller actually sees when your request lands

This is the part the DM-script advice cannot touch. Sellers reviewing sample requests are looking at a scored profile of you.

TikTok describes the Creator Sample Score as its "gold standard" for evaluating creators in sample collaborations, and sellers view it in Affiliate Center while reviewing requests. It runs on four dimensions: Fulfilment Ability, which tracks whether you post for samples you receive; Diligence, which tracks posting consistency; Sales Ability, which tracks how well your content converts views into orders; and Content Quality, which reads engagement and completion. Creators find their own score under Creator Center, then Manage Samples. The Creator Sample Score documentation also notes a qualifying period: "Creator must have been onboarded to TikTok Shop's affiliate program for more than 30 days" before a score is calculated at all.

Sellers layer their own filters on top. The Singapore free sample guide lists what they can screen on: fans number, thirty-day sales volume, average views per video, and whether you promoted products in their category recently. The collaboration setup guide describes batch filtering on "main content category, fan number, sales volume, and shoppable content volume" as well.

Read those two lists together and the rejection pattern explains itself. A creator with no recent sales in the seller's category fails a category filter that never involved a human reading a message. A creator carrying unfulfilled samples fails on Fulfilment Ability. Neither creator receives an explanation, because no person made the call.

You cannot spray requests, and the cap depends on which guide you read

Open sample requests are capped, and the cap counts everything in flight. The setup guide is explicit that the count includes requests "in review with a seller, waiting for shipment, or pending content creation." Requests you have forgotten about are still consuming your allowance.

The US creator guide keys the cap to your monthly GMV: under $5K monthly GMV allows up to 5 active requests, $5K to $150K allows up to 20, and over $150K allows up to 50. The US sample setup guide describes a different ladder, keyed to badge level: Bronze and Silver up to 20 requests, Gold 40, Platinum 50, and Ruby through Diamond 100. The two documents measure different things, so check the one that matches your seat and your market before you plan around a number.

The UK runs tighter on the open route. Its guide states that under Open Collaboration, "Creators can have up to five ongoing sample applications at the same time." Targeted invitations are not described as carrying that limit, which is another reason the invitation route is worth qualifying for.

One more restriction applies across markets. Creators can request only one of a particular item from a given seller a single time, as the US free sample campaign guide sets out. Different products from the same seller are fine, and similar items from different sellers are fine.

Accepting a sample creates an obligation, and the UK version is heavier

Here is the divergence that almost no coverage reports, and it changes what a free product actually costs you.

Across markets, accepting a sample starts a fourteen-day content clock, and you can satisfy it with either a short video or a LIVE session. The video route is consistent: post it, keep it public, leave it up for at least three days, and include the product link.

The LIVE route is where the markets split. Most of them measure time on air. The UK measures outcome.

Sit with the UK row for a second. The UK samples guide states the LIVE criterion as "Hosts a LIVE session and drives at least 1 sale." A US, Singapore, Philippine or Vietnamese creator clears the LIVE route by staying on air past the ten-minute mark with the product pinned. A UK creator can host for an hour, pin the product correctly, and still fail if nobody buys. Same free product, a materially harder obligation, and a result you do not fully control.

The practical consequence is that UK creators should treat the video route as the default clearance path and use LIVE only for products they already know convert. Elsewhere, LIVE is the cheaper obligation, because duration is something you can guarantee and a sale is not.

The Philippine guide adds a detail the others leave out: "The product link of the Free Sample must be pinned during the LIVE Session." Time on air alone does not clear it if the link never went up.

"A sample is not a gift. It is a contract with a clock attached."

Refundable samples work differently, and the commission rule just changed

Refundable samples are a separate instrument from free samples, and creators routinely conflate the two. You pay for the product, then you earn the money back by meeting criteria the seller set.

The window is ninety days. The UK guide states that "creators have 90 days to meet the refund criteria - if they do not meet the criteria within that timeframe, the sample becomes a regular purchase." The US creator guide frames the same idea against a longer outer boundary, giving you 120 days from receipt to meet sales goals while recommending you hit them inside the first 90 days so return periods have time to clear. Both are worth reading before you commit cash, on the UK samples guide and the US guide to samples.

There is also a recent change most competing articles predate. The US guide to samples states: "Starting September 1, 2026, commission applies to Refundable Sample orders placed through your affiliate link, including orders placed by other creators. Same commission rate, same 14-day settlement window, and same visibility in Creator Center as your standard affiliate commission." Refundable sample orders now earn like any other affiliate order, which changes the arithmetic on whether one is worth taking.

90 days

Failing to post has a defined penalty, and it compounds

The obligation has teeth, and the enforcement threshold is published. The Philippine free sample guide states that access may be restricted if a creator "have received 5 or more free samples and have a 0% fulfillment rate (i.e., none of the received samples have been fulfilled with content) within the evaluation period." The Vietnamese guide carries the same rule.

Recovery is defined too. The Philippine free sample guide gives creators "28 days after a sample becomes overdue to post content for it," and once your rolling fulfilment rate rises above zero, "your access will be automatically restored in 7 Days." The restriction is reversible, and clearing a single overdue sample is enough to start the clock back.

Sellers get a nudge tool as well. The Singapore guide notes that if you have not posted within five days, the seller can send one reminder through the Sample Requests tab. One reminder per creator, then the record stands.

💡 TIP

Request from sellers whose products you have already covered. The seller sees your account before they see your request, and past relevant content is the strongest thing in it.

How to make your next request more likely to clear

Work the seller's filters rather than the seller's inbox.

Generate sales before you request. Recent TikTok Shop sales are a stated eligibility condition in the US and a filterable criterion for sellers everywhere. Sales in the last thirty days in the seller's own category is the single strongest signal you can carry into a request queue.

Clear your open requests. Your cap counts requests sitting in review and requests awaiting content, and your Fulfilment Ability dimension reads every sample you left unposted. Closing out old obligations raises your score and frees your allowance at the same time.

Stay in one category long enough to be legible. Sellers filter on whether you promoted their category recently, so a scattered feed fails a screen that a focused one passes. This is the same discipline that makes specialised niches pay, whether that is beauty, home goods or the approach we cover in how creators make money from TikTok hotel and travel videos.

Confirm which programme you are actually in. Sample rules belong to TikTok Shop, and adjacent TikTok commerce surfaces run on their own mechanics. Our explainer on TikTok GO versus TikTok Shop covers where the boundary sits so you apply the right ruleset.

Finally, read your own market's guide rather than the loudest article about someone else's. The follower floor, the LIVE criterion and the request cap all move across borders, and every one of those differences is published by TikTok in the market where it applies.

FAQ

FAQ

Why does TikTok Shop keep rejecting my free sample requests?+

Most rejections are automated or silent. Sellers screen applicants on recent sales volume, content category, average views and fulfilment history before a request reaches a human. Some run auto-approval with fixed thresholds, so your request either clears on arrival or does not. Requests left unreviewed for a week are cancelled by the system, which looks identical to a rejection from your side.

How many followers do I need to request samples on TikTok Shop?+

The floor is set per market, so there is no single number. The United States guide names five thousand followers and adds a second condition that you must have generated sales in the previous four months. The United Kingdom guide names one thousand. Check the seller documentation for the market you actually sell into before assuming a threshold applies to you.

What do I have to do after I accept a free sample?+

You get fourteen days from receiving the product to post content that includes the product link. A short video clears the obligation if you keep it public for at least three days. A LIVE session clears it in most markets if you stay on air past ten minutes with the product pinned. The United Kingdom requires that LIVE to produce at least one sale.

What happens if I never post content for a sample I received?+

Your fulfilment rate falls, and that number feeds the score sellers read when reviewing future requests. Creators holding five or more samples with a zero percent fulfilment rate can lose sample access entirely. Access is restorable. Post for an overdue sample, lift your rolling rate above zero, and the platform reinstates access about a week later.

Are refundable samples the same thing as free samples?+

They work differently. A refundable sample means you pay for the product first and recover the cost by meeting criteria the seller sets, typically within ninety days. Miss the window and the sample converts into an ordinary purchase you paid for. Refundable sample orders placed through your affiliate link now also earn standard affiliate commission, which improves the arithmetic considerably.
